In the Liberal government of Asquith, he was Secretary of Commerce, Secretary of the Interior and First Secretary of the Navy: he participated in the first social law, attacked the influence of the House of Lords, but the battle of the Dardanelles The failure caused his dismissal. The Parliamentary Inquiry Committee dismissed all responsibility for this failure and was recalled by Lloyd George as Secretary of Arms, Secretary of State for War and Secretary of State for the Air Force.
