But in 1933, after the election of Franklin Roosevelt and when incumbent President Herbert Hoover was very unpopular, this transition period seemed too long. A month before Roosevelt took office, the ratification of the Twentieth Amendment to the US Constitution changes the start of the terms of the President and Vice President, moving him forward to January 20.
