Primary Source 1: Paul Leroy-Beaulieu: On the Desirability of Imperialism (1891)

It is impossible not to consider imperialism as one of the tasks imposed on the civilized states for the last four centuries, more particularly on our age. The present-day world is composed of four different categories in terms of types of civilization. First is that of Western civilization--our own part. A second part is inhabited by people of a different civilization, but organized in compact, coherent and stable societies and destined by their history and present character to govern themselves--the Chinese and Japanese peoples for example. In the third part live peoples advanced enough in some respects, but ones which have either deteriorated or ones that have not been able to.... Finally, a great part of the world is inhabited by barbarian tribes or savages, some given over to wars without end and to brutal customs, and others knowing so little of the arts and being so little accustomed to work and to invention that they do not know how to exploit their land and its natural riches. They live in little groups, impoverished and scattered, in enormous territories which could nourish vast numbers of people with ease. This state of the world implies for the civilized people a right of intervention . . . In the affairs of the peoples of the last two categories.

1)  There are four categories of civilizations which are divided by Beaulieu; the first one is the Western civilization, the one to which the author belongs.  The second one is concerned by a mix of different civilizations, for example Chinese and Japanese people and is governed by both their history and their character. The third one is inhabited with the delinquent population, but which remains correct in society. The last one are the barbares tribes, also called savages, who are underdeveloped compared to other civilizations and who do not know how to behave.

2)The fourth civilization is describe as 'savage', 'barbarian', especially because they lack knowledge and awarness: 'being so little accustomed to work and to invention that they do not know how to exploit their land and its natural riches'. They are brutal, unorganised, impoverished, and still they possess a huge part of territory which creates jealousy among other populations. Yes, Beaulieu views imperialism as necessary because he thinks everything's meant to happen and happens for a reason.

3) I tend to believe that the purpose of this source is to show how unfair it is to let barbares such as the fourth civilization to govern an immense territory while they are underdevelopped. Knowing that the audience is probably the Western population ('our own part'), I think that the author is trying to upset the reader: it is a call-into-action to make things change.

4) The origin of the document is 'On the Desirability of Imperialism' written by Paul Leroy-Beaulieu in 1891. (cf explanations)

5) This document helps to understand the currents of thought that crossed the American populations in 1891. (develop with your own words cf explanations)

6) The limitation of the document is that the author is trying to persuade the readers, to make them adhere to ideas which are not entirely true: he is exposing there HIS truth to create fear towards the fourth civilization on purpose. He probably does this for political, economic and social purposes, because he thinks that non-Western populations are no use.

7) This source shows how strangers are seen as outsiders; there are not welcome in the Western society, they do not and will never belong here: they are like a threat, or at least the governement wants to create fear about them to keep power.

Explications :

I just did an example of what can be done, but please read the explanations and complete the questions. I have a limited time to fill this task and it would be much more relevant if you finish it.

1) Here you just have to cite the categories, but you can add extra information.

2) Try to no copy the text but use the PEE technique: Point, evidence, explanaition: Say the general answer in your own word, quote the text, and explain briefly.

3) Have a critical mind here and take a step back: try to understand the purpose of the text: Why would this character say such things ? You can do some researches about the character to understand him.

4) What is happening in 1891 in America ? Understand the context, anything that is linked to the document can help. You are just like a detectiv searching for clues and proofs. Ex: Beginnings of wireless telegraphy happened in 1891

5 and 6) I will do that one in french to make sure you understand it: il faut que tu montres l’intérêt et les limites des documents :

- Déterminer la portée historique ou géographique des documents : ce qu’il permet de  comprendre d’une situation ou d’un événement historique donné.

- Montrer les limites du document : comprendre en quoi ce document ne montre qu’une vision  de l’événement ou du fait géographique (document incomplet, auteur partial, auteur qui fait  des erreurs – volontaires ou non, …). Les connaissances sont donc indispensables.
